Datin Seri Paduka Dayang Hajah Elinda binti Haji C.A Mohammad obtained a Degree in LL.B Law (Honours) from the University of London, United Kingdom in 1988. Datin Hajah Elinda started her carrier with the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in 1988 at the Anti-Corruption Bureau. In 1995, Datin Hajah Elinda obtained her Certificate of Legal Practice from the University of Malaya, Malaysia. In 1997, Datin Seri Paduka Dayang Hajah Elinda was admitted as an Advocate & Solicitor of the Supreme Court of Brunei Darussalam and practiced as an Advocate & Solicitor until 31st day of December 2005. In 2006, Datin Seri Paduka Dayang Hajah Elinda joined the Anti-Corruption Bureau dealing with laws and international matters.

On 3rd day of November 2012, Datin Seri Paduka Dayang Hajah Elinda was assigned to work at the Ministry of Home Affairs as Senior Special Duties Officer (Security, Law, and Welfare).

On 2nd day of November 2017, Datin Seri Paduka Dayang Hajah Elinda has been appointed as Permanent Secretary (Law & Welfare) at the Prime Minister's Office and as Director of the Anti-Corruption Bureau, Prime Minister's Office, Brunei Darussalam.

On 30th day of January 2018, Datin Seri Paduka Dayang Hajah Elinda has been appointed as Deputy Minister at the Prime Minister's Office and as Director of the Anti-Corruption Bureau, Prime Minister's Office, Brunei Darussalam.
