Directorate Administration & Finance

General Review

The directorate is headed by a Director holding the rank of Senior Assistant Commissioner of Police (SAC) and assisted by a Deputy holding the rank of Senior Superintendent (Sr Supt).

The Directorate has been reorganised with the formation of a unit known as Welfare/Sports & Discipline Unit in July 1997. The Directorate is presently comprised 7 Divisions/Units, namely:-

    • Police Training Centre
    • Training Unit
    • Personnel & Administration Unit
    • Police Band
    • Finance Unit
    • General Administration
    • Welfare/Sports & Discipline Unit

With the recent restructuring, Police Clinic which was formally one of units, has now been absorbed into the Welfare, Sports & Discipline Unit.

Beside responsible for the above Divisions, the Director of Administration & Finance is also in charge of preparing the Force's annual budget and to submit it to the Commissioner of Police for approval before submitting the same budget to the Permanent Secretary of the Ministry of Finance.

The Director has also been entrusted to preside over the Police Tender Board meetings on behalf of the Commissioner. Members of the Board consists of all Directors and Formation Commanders. The Board will decide which company to be awarded with the project and the decision of the Board shall be final. Once this has been done the Director will forward the Board's recommendation to the Treasury Department of the Ministry of Finance.

Manpower

The total authorised establishment is 3594 covering Additional Police Officer (APO) to Commissioner of Police excluding civilian staff. As on December the Royal Brunei Police Force has a strength of 3093 police personnel, an increase of 27% from the previous year. This include 428 women police/women APO.

The force has 204 civilian employees, covering gardeners/cleaners, technicians, clerical staff to confidential secretaries.

Recruitment

In 1997 there were 619 applicants applying to join the force. 416 people applied for appointment as constables and 230 were recruited. Of the 159 people applied to join as officer cadets (Inspectors), only 9 were accepted.

In preparation for the coming APEC 2000 additional 37 males candidates were recruited as APO. 4 retired Rank & File were also re-recruited as APO, where their expertise and experience are still needed in certain departments and units.

Recruitment Policy

The policy is based on the requirements laid down by the Police Regulations 1958. Most importantly, candidates must be mentally and physically fit. The requirements are summarised as follows:

  1. Rank & File (Constable):

    Nationality: Brunei citizen
    Age: Between 18 to 28
    Academic qualification: Form 3
    At present, potential candidates are required to possess at least the Brunei Junior Certificate of Education (BJCE).
    Height: 5 ft 3 in.
    Weight: 49.8 kg
    Marital status: Single / Married
    (Appointment as APO - this extended to permanent resident)

    For women candidates:
    Age : 18 to 25
    Height : minimum 5 ft
    Weight: 105 lbs
    Marital status: Single
    Qualification : Form 3

  2. Inspectorate

    The Commissioner of Police may, with the approval of His Majesty the Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, make appointments to the Inspectorate either by promotion from within the force or from direct entry.

    Recruitment from direct entry, candidates are required to fulfilled the same requirements as in the Rank & File and to possess a Junior Cambridge Certificate or its equivalent. However, current practise indicates that those recruited are normally in possession of GCE 'O' Level certificates with four or more credits and some are even diploma holders.

  3. Assistant Superintendent of Police (ASP)

    The Police Regulation did not elaborate as to how candidates for ASP to be recruited except that all appointments to the gazetted rank must be made by His Majesty the Sultan dan Yang Di-Pertuan Negara Brunei Darussalam with the recommendation of the Commissioner of Police. However, for recruitment from outside the force (direct entry), current practise shows that the candidates must be degree holders.
